STUDENT TRANSPORTATION SERVICES - ELIGIBLE STUDENTS
I. Resident students in grades kindergarten through eight living within the district will be transported if they live more than two and one-half (2½) miles from their assigned attendance center. Kindergartners, however, will only be provided bus service one way.
II. Resident special education students who are eligible and require transportation as an integral part of their program must have transportation privileges specified in the student's Individual Education Plan (IEP). The director of special services has final authority in determining the type, such as bus service, mileage paid to parents, etc., of transportation services to be provided eligible special education students. The school district's legal responsibility is to transport special education students from their residence to their assigned attendance center and from that attendance center back to their residence. The board also recognizes that individual student needs and variations existing within the schedules of many special education programs may require minor alterations in the routes. Therefore, the school district will transport students from pick-up and delivery points other than their residence, provided there are no more than two (2) changes in those points during the school year. Changes in delivery or pick-up points beyond the two allowed per year may result in the school district reverting to its legal responsibility of transporting the student from their residence to their assigned attendance center and back to their residence. Transportation to or from points other than the students residence will then become the responsibility of the parent.
III. Resident students who request attendance center transfers through the personal transfer or open enrollment procedures which place their residence more than two and one-half (2½) miles from the requested attendance center will be denied their transfer request, unless district transportation is waived by the parent. Students who are forced to transfer to other attendance centers will be provided transportation, or payment in lieu of transportation, if they live more than two and one-half (2½) miles from these attendance centers.
IV. Resident students attending another district under the open enrollment statute will not be provided transportation unless required as a related service and part of an Individual Education Plan (IEP).

V. Non-resident students attending Rapid City Area School District under the open enrollment statute will not be provided transportation by the Rapid City Area School District. Transportation will remain the responsibility of the parent or the resident district if required as a related service and part of an Individual Education Plan (IEP).
VI. Students that are deemed eligible for services under Section 504 of the Rehabilitation Act may be provided transportation.
